The card game has changed quite a bit since 1999, and one of the biggest changes is the fact that players are now incentivized to draw and dispose of as many cards as possible. This is the reason why Graceful Charity is banned, because it allows a player to draw 3 cards and then discard 2 of them.
Is Graceful Charity Good?
Graceful Charity remains one of the best spells in the game, even as it will be banned forever baring an edit. Draw 3 cards, then discard 2 cards is too powerful, even back then when the card pool was so much smaller than what it is now. Too many decks would be broken by this.
Is Mirror Force Limited?
Mirror Force was so powerful it would spend its early life on the banlist as limited (and straight-up banned for a few formats) before eventually becoming fully unlimited in 2014.

Why is cold wave banned?
Cold Wave is banned in both the OCG and the TCG in the Advanced Format. The problem with Cold Wave is that it turns off most forms of counter-play for a turn during the duel. This makes it so that an opponent cannot disrupt your play with battle traps, nor can they negate the activation of your monster’s effects.

Is Imperial Order limited?

If I remember correctly, it was originally banned because of “Instant Fusion”. The two combined is, pay 1000 LP to (more-or-less) control one opponent’s monster until the end of the turn, at which point the monster is sent to the Graveyard. You don’t even need to attack with it.
